A passing score, or cut score, is the lowest score classified as meeting a defined performance standard. It turns a continuous score into a category such as pass or not yet passed. That classification is a policy decision supported by evidence; it is not discovered by looking for a universally correct percentage. The NCME standard-setting module defines standard setting as a rational, prescribed process for deriving and documenting a recommended passing score. The accountable organization then reviews, adopts, adjusts or rejects that recommendation. For informal practice, a simple rule may be proportionate. Higher-stakes programs commonly use formal standard-setting procedures with trained subject-matter experts or examinee-performance evidence. That changes the standard when the group changes and confuses criterion-referenced decisions with norm-referenced ranking. 04 ## Worked example: convert a criterion into points A 20-point safety quiz has three blueprint areas: routine procedure, hazard recognition and emergency response. The organization defines minimum acceptable performance as at least 14 total points, including at least 4 of 5 hazard points and 3 of 4 emergency points. A participant with 16 total points but only 2 emergency points does not meet the standard. Why the gate matters A total-only threshold lets strong routine-procedure performance hide a critical emergency-response gap. The conjunctive rule represents the stated minimum more faithfully, but it must be communicated, tested and reviewed for unintended effects. If the platform supports only one overall grade-to-pass field, the operational implementation may need separate required sections or another workflow. A percentage is only comparable across forms when the forms and score scale support that interpretation. Measurement error is especially important near a classification boundary.
